California’s system for financing school facilities is best described as a partnership between the state and local school districts. The state provides districts with financial support
for new school construction and modernization projects through the School Facility Program (SFP). It funds this program through statewide, voter approved bonds. Local school districts finance their share of school construction and modernization project costs primarily with revenue raised through local general obligation (G.O.) bond elections.
